Another action that carries more legal weight than a PEAD is a Presidential Memorandum. It also doesn't need to be published in the Federal Register.

This Congressional Research Service report is a good document that examines the different instruments the President used to execute law and protect the Nation in National Security crisis. Of note are the NSC Policy Papers of which there are several types and most do not have to be publicly disclosed.
