Even when you wouldn't be able to get a jury trial in state court in a civil case, and even though the Erie Doctrine applies state substantive law to a federal court hearing a claim in diversity jurisdiction, the Constitution guarantees a jury trial right for cases and controversies over 20$.

Of course, you'd still need the statutory 75k+ for a diversity suit anyway, but the point is that you can basically override the state's limitation this way.
